What It Is
Readiness, Not a Verdict
A standard inspection says whether a pipe is in poor condition. It does not document what it takes to price a rehabilitation. The R3 closes that gap. Every variable required for an accurate proposal is documented before the proposal is written.
"Readiness" means the project is fully knowable. It is not a pass-or-fail verdict on the pipe. It is the documented scope that lets a rehabilitation be priced correctly the first time, with nothing assumed and nothing left for a change order.
