From Mandate to Managed Program. We Support Every Sanitary Sewer & Stormwater Asset Across Its Full Lifecycle, on a Budget You Can Depend On.
We Understand Your World
We Understand Your Systems
A public-works director answers to a council, a regulator, and ratepayers all at once. Every capital decision has to hold up with all three. It has to be technically sound for the regulator, fiscally credible for the council, and visible enough to the community to justify the disruption and the cost. We already know the vocabulary you live in. Aging collection systems, MS4 obligations, overflow accountability, capital constraints, and public scrutiny.
The systems themselves rarely fail in convenient ways. Infiltration and inflow show up as flow spikes, then as overflows, then as consent-order conversations. Stormwater obligations show up as reporting deadlines and audit findings. Aging mains show up as sinkholes and emergency repairs. We work for owners who need to stay ahead of that curve with documented programs, not react to it in headlines.
The Reality
Common Challenges
- Aging Collection Systems Past Their Design Life, With Deferred-Maintenance Backlogs That Compound Year Over Year.
- Infiltration & Inflow Driving Sanitary Sewer Overflows (SSOs) & Direct Regulatory Exposure.
- MS4 & FDEP Collection-System Obligations That Require Documented Assessment, Planning, & Reporting.
- Capital Budgets That Must Be Prioritized, Sequenced, & Defended to Councils & Funding Agencies on the Record.
- Public Accountability: Failures Are Visible, & Every Decision Must Be Justifiable to Residents Who Pay the Rates.
- Fragmented Procurement, Where Assessment, Rehabilitation, & Verification Sit With No One Owning the Outcome.

How We Help
- Condition AssessmentCCTV and multi-sensor inspection that documents the true condition of your lines, so you decide before a failure decides for you.Explore
- Infrastructure CleaningHydro-jetting, descaling, and vac work that clears blockages, restores flow capacity, and preps lines for inspection or lining.Explore
- Trenchless RehabilitationCIPP lining and point repairs that rebuild aging pipe from the inside, with minimal excavation and minimal disruption to your site.Explore
- Specialty & EmergencyEmergency response, bypass pumping, and hydro excavation that keep flow moving and protect your site when a line goes down.Explore

Infiltration & Inflow, Overflow Prevention, & Defensible Capital Planning
Most sanitary sewer overflows in Florida trace back to water that was never supposed to be in the pipe. Infiltration through cracked joints and inflow from illicit connections push peak flows past what a lift station was sized to carry, and the overflow shows up at the manhole rather than at the defect. EPA guidance on sanitary sewer evaluation surveys (SSES) has been consistent for decades on the sequence. Quantify the flow, isolate the contributing basins, then clean and inspect before anyone specifies a rehabilitation method. Our NASSCO certified technicians run that sequence with pipeline cleaning and CCTV inspection so the defect list is coded, not estimated.
Laterals are where municipal programs stall. Private-side service connections often contribute a large share of basin infiltration, and they sit on the far side of an easement line, which makes them an access and consent problem as much as an engineering one. The L.A.T.E.R.A.L. Method exists to make that work programmatic, with pre-staged access, resident notification, and a repeatable per-connection unit cost a council can budget against.
When FDEP consent order language enters the conversation, the record matters more than the repair. Coded condition data, before and after verification, and post-rehabilitation testing give a utility something to submit rather than describe. The same documentation supports MS4 obligations tracked through our stormwater compliance work, so sanitary and stormwater capital requests are defended from one dataset.
